English Learner Services
The Colusa Unified School District is committed to meeting the educational needs of all children with quality instructional programs. The English Learner programs are designed to help children develop English language proficiency as rapidly as possible while still maintaining their cultural identity, ensuring acquisition of skills and knowledge necessary for success in academic courses taught in English. All English Learners (EL's) shall be provided explicit instruction designated to develop proficiency in listening, speaking, reading and writing in English until they are reclassified as Fluent English Proficient (RFEP).

HOME LANGUAGE SURVEY
At enrollment, CUSD uses a home language survey to identify students who’s primary language is not English.
INITIAL ELPAC – Used to determin the English language proficiency (ELP) of students whose primary language is not English.
- Identifies students as being either and English learner of fluent English proficient.
- Administered once during a student’s time in California public school system.
Summative ELPAC
- Given to students who have previously been identified as English learners based upon Initial ELPAC rsults.
- Measures how well they are progressing with English development in each of the four domains – Listening, Reading, Writing, and Speaking.
- Students will take the assessment every year until they are reclassified as fluent English proficient.
English learner status to Fluent English Proficient (RFEP) status
Students who are reclassified from English learner status to RFEP status have demonstrated English language proficiency comparable to native English speakers of the same age. Reclassification can occur at any time during the academic year. Criteria for reclassification may include:
- ELPAC Overall Performance Level (PL) 4
- Demonstration of basic English skills on an objective assessment
- Teacher evaluation
- Parent opinion and consultation

Colusa Unified continues to use the following four criteria to establish reclassification policies and procedures:
- Criterion 1: Assessment of English Language Proficiency - The English Language Proficiency Assessments for California (ELPAC) constitute the required state assessments for English language proficiency administered to students whose primary language is a language other than English.
- Criterion 2: Teacher Evaluations of Student Performance
- Criterion 3: Parent Consultation/notification: - parental opinion and consultation
- Criterion 4: Performance in Basic Skills (State Standards)
